Актуализирована приоритетная роль плодового растения (сорта, привойно-подвойной комбинации) в формировании современных технологий. Представлен анализ обеспеченности закладки насаждений саженцами отечественного производства. Определена первоочередность разработки сортовой, технологической, фитосанитарной политики в развитии питомниководства. Акцентировано внимание на роли селекционно-питомниководческих центров в производстве посадочного материала и саженцев высших категорий качества. Указана структура организации селекционных процессов. Регламентация производства сертифицированного посадочного материала представлена схемой организации питомниководческих процессов. Даны определения понятия «селекционно-питомниководческий центр» в зависимости от формы организации, расчетно обоснованы издержки на создание селекционно-питомниководческого центра, приведены критериальные характеристики, которыми он должен обладать.</p></abstract><trans-abstract xml:lang="en"><p>The goals and objectives of breeding and nursery centers in the innovative development of horticulture in Russia are determined. The priority role of a fruit plant (variety, scion-rootstock combination) in the formation of modern technologies is actualized. The analysis of the availability of planting seedlings of domestic production has been presented. The priority of developing varietal, technological, and phytosanitary policies in the development of nursery production is determined. Attention is focused on the role of breeding and nursery centers in the production of planting material and seedlings of the highest quality categories. The structure of organization of breeding processes is presented. Regulation of production of certified planting material of the highest quality categories is represented by the structure of the organization of nursery processes.
